This report presents the results of a Participatory Community Based Service Delivery Assessment Survey that was undertaken in the Ankole sub-region in the districts of Bushenyi, Mitooma, Sheema, Mbarara and Isingiro.

The assessment was conducted as a pilot social accountability process which deployed the Citizen Report Card as the main tool. The results of the survey indicate that social accountability can go a long way in empowering citizens to monitor and evaluate the quality of services offered by the government. The survey also provides pointers and suggestions towards improvement of services, and more importantly, it sets in place a threshold for sustained dialogue between services providers and rights holders/beneficiaries.

During the survey, WACSOF learnt new dimensions of citizens’ participation in evaluating the quality of services they receive from the government as provided for in the Second National Development Plan (NDPII). Western Ankole Civil Society Forum (WACSOF) is delighted to report that the results presented in this report provide a potent tool for engagement with stakeholders.
